Establishes a temporary independent fiscal restructuring authority to provide oversight of institutions of higher education governed by the state board of regents. 

Creates a temporary instrumentality of the general assembly exercising ministerial authority to apply statutory criteria to the board and institutions. Authority shall commence on July 1, 2027, and end July 1, 2032.  Requires the state schools to cut administrative positions by 15% and managerial positions by 25%. Requires the authority to evaluate academic courses and allows the authority to order the elimination of programs. Limits reinstatement of such programs. Allows the authority to modify collective bargaining agreements.  Prohibits the authority from violating federal law. Disqualifies any employee who interferes with the authority from employment. Requires schools to certify compliance, and gives authority subpoena powers.  Provides various other changes related to auditing, savings, and accreditation.
