The bill prohibits a department or establishment from applying for or accepting a high-impact federal grant, defined in the bill, without approval from the general assembly or from the legislative council if the general assembly is not in session. Prior to applying for or accepting a high-impact federal grant, a department or establishment must also submit a federal grant request report to the legislative services agency (LSA) that includes the duration and amount of the grant, the conditions for receiving the grant, and a description for how the Department or establishment will change the program or service being funded by the grant. Requires a department or establishment that receives a federal guidance document to submit to the LSA a copy of the guidance within 10 days of receipt.
